Indian Railway introduced a new passenger centric concept called Train Captain in Trains to serve passengers in a moving trains. So now passengers can register their complaints and inconvenience while traveling, to a single person from the staring point to the end of the journey called train captain.

Train Captain as overall leader and in charge of all on board railway personnel and outsourced staff.

Long distance Mail/Express trains have a large group/team of railway personnel and outsourced staff on board for offering various services to the passengers and to provide maintenance on run. In order to introduce the concept of a single person/leader responsible for coordinating the entire team and facilitating all services during the complete journey of the train, it has been decided to introduce the concept of Train Captain. 

In trains like Rajdhani/Shatabdi/ Duronto and other trains where a Train Superintendent is on end to end basis, TS shall be nominated as Train Captain and made responsible for all the facilities on train. He/Shall should be provided with a badge of Train Captain to be worn on the uniform. All on board railway personnel and supervisors of all outsourced agencies shall repot to the train Captain for effective control and supervision and to ensure improvement in on board services offered by Railways. Zonal Railways shall issue necessary directives to all on board staff to ensure strict compliances of directions of the Train Captain to address the issues concerning complaint free travel of passengers failing which action may be initiated against the staff not following directions of the Train Captain.

In all other trains, where Train Captain is not present, zonal railways may nominate the senior most ticket checking staff as Train Captain, who will wear the badge of Train Captain and shall be responsible for all facilities in the train. This badge will be handed over to the senior most ticket checking staff of the next leg of journey who will then act as Train Captain till the next leg and so on. The Train Captain must be provided with the mobile number of the on board staff so that he/she is able to contact them when their services are required.

Zonal railways may also ensure that the name and contact number of the Train Captain is made available to the passengers through reservation charts before departure of the train. During the journey, on board announcement at convenient timings must be ensured to provide the name and contact number of the Train Captain to the travelling passengers.   

Train Captain in Trains : South Central Railway

South Central Railway announced that South Central Railway has introduced the concept of “Train Captain” as overall leader and in charge of all o­n-board railway personnel and outsourced staff of long distance Mail / Express Trains from today i.e., 21st June, 2018. The following trains will be manned by “Train Captain”:-

  • Train No. 12723 Hyderabad – New Delhi Telangana Express
  • Train No.12798 Chittoor – Kacheguda Venkatadri Express
  • Train No. 12715 H.S.Nanded – Amritsar Sachkhand Express
  • Train No. 12718 Vijayawada – Visakhapatnam Ratnachal Express
  • Train No. 12747 Guntur – Vikarabad Palnadu Express
  • Train No. 12731 Tirupati – Secunderabad Express
  • Train No. 12793 Tirupati – Nizamabad Rayalseema Express

Long distance Mail / Express trains are provided with large team of Railway personnel and outsourced staff of Catering, Cleanliness o­n-board for offering various services to the passengers and to provide maintenance o­n run.  In order to bring better coordination amongst different service personnel working and to introduce the concept of a single person / leader responsible for coordinating the entire team and facilitating all services during the complete journey of the train to give passenger satisfaction and comfort, Railway Board has introduced the concept of “Train Captain”.

In trains like Rajdhani / Shatabdi / Duronto and other trains where a Train Superintendent (TS) is o­n end-to-end basis, Train Superintendent shall be nominated as “Train Captain” and made responsible for all the facilities o­n trains.  Train Superintendent is provided with a badge of Train Captain to be worn o­n the uniform.  All the o­nboard railway personnel and supervisors of all outsourced agencies shall report to the Train Captain for effective control and supervision to improve the o­nboard services offered by Railways.

Name and contact number of the Train Captain is made available to the passengers through reservation chart before departure of the train.  Other TTEs working in the train as well as the supervisors of OBH staff, Pantry Manager, Bedroll contractor, AC Coach Attendants etc will SMS their mobile numbers to the Train Captain. During the journey, Train Captain stays in touch with the other service personnel and ensure that they discharge their duty promptly and efficiently.  In case of any complaints from passengers, he gets them redressed by contacting the service personnel o­n board or at the major stations enroute.

Western Railway introduced Train Captain in Trains. ‘Captain of the train’ in Ahmedabad – New Delhi Swarn Jayanti Rajdhani Express who will be the overall Incharge of the train and will ensure the on board services

Train Captain in Trains : Southern Railway

In 2017 itself, Southern Railway introduced Train Captain in Trains. Traveling on overnight express trains from Chennai to Southern Tamil Nadu district and Kerala can often be inconvenient as passengers without reservation occupy reserved coaches. Compounding the situation, Travelling Ticket Examiners(TTEs) remain absent on many occasions.

To set this right, the commercial department will soon introduce a system under which a ,captain, ( a senior TTE) will traverse the entire length of the train for the full journey. It will be introduced on six important trains in the zones on January 15. The captain will also be in charge of the team of TTEs.

Sources in the commercial department said this solution was necessitated after a recent incident on a Kerala – bound Suvidha train where a woman passenger’s seat was encroached upon by a group of men who did not have reserved tickets. They were also found to be consuming alcohol and creating nuisance. Repeated calls by the woman passenger, who boarded the train at Katpadi, to the helpline numbers did not yield a solution as the hostile co passengers were sitting nearby even after the security personnel intervened. There was no TTE. The passengers was furious as she had to pay  a higher price for tickets on the Suvidha train where the facilities weren’t up to the mark.

Now, passengers will be able to contact the captain in case of such incidents, a senior official in the department said, a famous News Paper reported.
