General Rule for Railway Concession
Railway withdraws 38 of 53 travel ticket Concession including that of Senior Citizens
Indian Railways has withdrawn 38 out of 53 travel ticket concessions offered to passengers, a famous Newspaper reported on 12.12.2021. At present, only 15 types of concession are allowed. Among them, four come under differently abled category while 11 come under patients’ and student category.
In patients’ category, concession upto 50 – 100 per cent is allowed. Cancer patients, kidney patients, non-infectious leprosy patients, mentally retarded persons, thalassemia major disease patients, heart patients and haemophilia patients comes under this category. Even the person escorting the patient will get concession in Sleeper Class and AC Class. Meanwhile, withdrawn ones notably include concession for senior citizens. However, confirmed lower berth for them will not be affected.
- All concessional fares shall be calculated on the basis of fares for Mail / Express trains irrespective of the type of train, i.e. Mail or Express or Passenger, by which the passenger travels. Concession shall be admissible only in respect of basic fares. No concession is admissible in respect of other charges, viz. super fast surcharge, reservation fee, etc. However, in cases where concession has been allowed in Rajdhani / Shatabdi / Jan Shatabdi trains, the concession shall be admissible in the total charges (including catering) of these trains.
- Concession shall not be granted for any journey the cost of which is borne by the Central or State Government or a local authority or a Statutory body or a Corporation or a Government Undertaking or a University. However, the students participating in the tournaments held or recognized by the schools or universities will be eligible to the concession.
- All types of concession can be availed only when tickets are purchased across the counter at stations and Reservation / Booking offices etc. No one is granted concession on the train.
- Only one type of concession is admissible at a time at the choice of passenger and no person is allowed two or more concessions simultaneously.
- The concession ticket cannot be changed to a higher class even if you are willing to pay the difference in fare. In certain cases where concession is admissible in First class but not in AC 2 tier, concession tickets for AC 2 tier can be purchased on payment of concession fare for First Class plus the difference of actual fare of First class and AC 2 tier.
- Concession is applicable on journeys with a minimum distance of 300 km. The distance restriction is waived off for students, patients, war widows, national awardees, senior citizens, allopathic doctors, parents accompanying national awardees, sportsperson, unemployed youths going for job interviews.
- Break of journey en-route shall not be allowed on a concession ticket for a journey for a specific purpose viz. a student travelling to/from an examination Centre, a Cancer patient travelling to/from a hospital, a professor travelling to/from a Conference, etc. It is allowed only where a break of journey is a natural event.
- Passengers breaking their journey are required to have their ticket endorsed from the Station Master where journey is broken. Passengers terminating journey en route, must surrender their ticket at the station where the journey is terminated. Refund for the untravelled portion on such tickets will not be allowed.
- Concession is not admissible in season tickets, circular journey tickets and prestigious trains like Rajdhani Express, Shatabdi Express, etc. which have separate all inclusive fare structure. Concession is admissible to any one in Garib Rath Express trains. In case where concessional Single/Return Journey Tickets or Season tickets or Circular journey tickets are to be issued for two or more persons, the concessional fare shall be calculated separately for each person.
- Except Senior Citizens, concession on Indian Railway will be admissible on production of the requisite certificate from the concerned Person/Organization in India and the documents issued by persons/organizations in other countries shall not be valid for the purpose of concession.
- All the concessions are to be granted across the counters at Stations/ Reservation Offices/Booking Offices only. If some person enters the train without ticket or without proper ticket or extends journey on concession ticket or changes the concession to higher class, etc., he shall not be granted any concession in train, even if he is otherwise eligible for it under the rules.
Rail Concession to Various Categories of Passengers
Railways concession is applicable only on the basic fare and not on charges like super Fast surcharge, reservation fee etc. Rail Travel Concession available to various Categories of Passengers.
- Railway is providing concession in two ways :-
- Directly at station and booking / reservation offices by producing the necessary documents.
- Second one is the concession where the persons should approach the designated Commercial officers of the Railway the Area, Division or Zonal Railway Headquarters.
After verifying the eligibility, the Officers issues necessary authorization letter on the basis of which, the Station Managers and Booking/Reservation offices issue concession tickers.

Railways Modifies Senior Citizens Concession Rules : 03.10.2016
Ministry of Railways announced through the press release that Railway has decided to grant concession only to senior citizens of Indian Nationality, permanently residing in India.
It has been clarified that Senior Citizen concession shall not be admissible to the senior citizen of foreign nationals and NRIs. The rule has been come into effect from 29th September 2016.
In the case of Senior citizens, no proof of age is required at the time of purchasing tickets. Concession tickets are issued on demand made through the option in reservation form.
However, they are required to carry some documentary proof showing their age or date of birth and produce it if demanded by some Railway Official during the journey. Any document issued by any Government Institution/ Agency/Local Body, like Identity Card, Ration Card, Driving Licence, Pass Port, Educational certificate, certificate from Panchayat/Corporation/ Municipality, or any other authentic and recognised document, is acceptable for this purpose. - Existing Rule : Male Senior Citizen of the age of 60 years and above and 58 years and above in case for women senior citizen.
- Revised Rule : A Senior Citizen of Indian Nationality, permanently residing in India of the age of 60 years and above for Men Senior citizen and 58 years and above in case of Women Senior Citizen shall only be eligible for concession in passenger fare.

Railway Concession Rules for Patients
Indian Railways extend travel concessions in passenger fare to 11 categories of patients (as per the Press Release on 05.02.2020 by Railway) and the element of concession ranges from 25% to 100%. The details are as under:-

100% Concession to Cancer Patients in Ac 3-Tier And Sleeper Class
Southern Railways announced that, on behalf of the Honourable Union Minister of Railways in the Budget Speech for 2010-11, with immediate effect, 100% concession in Sleeper Class/ AC 3-tier is admissible to Cancer patients for going for and returning from recognized hospitals for treatment and periodical check up.
However, the element of concession to their escort in AC 3-tier and Sleeper Class will remain unchanged, i.e., 75%. The 100% concession to the cancer patient is admissible only in the basic fares of Mail/Express trains and all other charges will be realised in full.
The element of concession for cancer patients and their escort in other classes, i.e., Second/First Class/AC Chair Car remains unchanged at 75% and for AC 2-tier/First AC, the concession remains unchanged at 50%.
Travel Concession to the Patients Extended to Jan Shatabdi Express Trains
Western Railway announced that Ministry of Railways have decided to grant concession in Second class and AC Chair Car of Jan Shatabdi trains to the Patients who are already eligible to travel in second class and AC chair car of Mail/Express trains, w.e.f.15.05.2017.
A patient who is at present eligible to travel in second class of Mail/Express trains shall now be eligible in Second class of Jan Shatabdi trains and the same shall apply for AC Chair car class too.
According to a Western Railway Press Release, if a patient who is not eligible for concession at present to travel in either Second class or AC Chair Car of Mail/Express trains, in that case, such patient shall not be eligible for concession in Jan Shatabdi trains also.

- The element of Concession:- (First Class 50% in Fist Class, AC chair – car, AC 3 Tier and AC 2 Tier and in the Rajdhani/Shatabdi/Jan – Shatabdi Trains in AC – Chair car, AC-3 Tier, AC 2 tier), II/SL Class – 75%
- Specific Travel Conditions – For participating in specific performance
- Authority on which this concession will be issued by Station/Booking and Reservation offices – Certificate from (I) Civil authorities that the performance is exempted from payment of entertainment tax and
- (II) An undertaking from organizers, that the performance will be either free of any entrance fee of that the net sale proceeds will be donated to a recognized charity.

- Element of Concession :- (Ist Class – 50% in First Class, AC Chair Car, AC 3 Tier and AC 2 Tier and in the Rajdhani/Shatabdi/Jan Shatabdi Trains in AC Chair Car, AC 3 Tier, AC 2 Tier Classes), (II/SL Class – 75%)
