Indian Railway announced on June 2022 that, just like air travel, rail passengers will also have to pay for carrying excess luggage. Recently, the Ministry of Railways from its official Twitter handle advised people not to travel with excess baggage in trains. In its tweet in Hindi, the ministry said when you travel with extra luggage, the enjoyment of the journey is half! Do not travel by train carrying more luggage. In case of excess baggage, go to the parcel office and book the luggage.

How much luggage will be allowed without any extra charge?

In AC first class, up to 70 kg is allowed for free, and for AC 2-Tier, the limit is 50 kg. In AC 3-tier sleeper, AC chair car and the sleeper class, carrying baggage up to 40 kg is permitted. For 2-class, the limit is up to 25 kgs. The minimum charge for luggage is Rs 30.

How to book Luggage?

Luggage that will be carried by the same train you are travelling in should be presented at the luggage office of the booking station at least 30 minutes before the departure time. Passengers can also book their luggage in advance while booking their tickets. “Luggage which is not securely packed will not be accepted for booking and carriage unless the sender or his authorized agent executes a forwarding note and record there in such defects or improper packing,” said by Indian Railway.

Penalty for carrying unbooked baggage?

As per the notification, when a passenger is found with unbooked or partially booked luggage weighing more than the permitted weight, the excess unbooked weight ex-ceeding the free allowance of luggage is charged at six times the luggage scale rate instead of 6 times of scale -R as earlier. “However, if unbooked or partially booked luggage is detected more than the free allowance of then luggage but within the marginal allowance, it is charged at 1.5 times the luggage scale rate.”

Parcel Rates In Indian Railway

Now Indian Railway is following Services based rates structure instead of commodity based rates structure for booking of parcel traffic.

For booking of luggage traffic, “Scale-L” shall be uniformly applicable under all types of Services/trains except in case of less patronized trains.
- There will be three Scales namely, Scale-R, Scale-P, Scale-S for charging of freight for booking of parcel traffic under different types of parcel service.
- These rates shall be applicable to non-leased parcel traffic booked through Railway by various rail-users for transportation of their piecemeal consignments through train service Brakevans or Parcel Vans (non-leased).The originating zonal railways may identify, categorize and notify all trains for each direction separately as applicable for the purpose of charging of freight for the booking of luggage and parcel traffic accordingly.
- The minimum freight for non-lease Parcel Vans (VPHs/VPs/VPUs etc.) for which indents have been placed by the parties, shall be charged at ‘Scale-P’ even when attached by trains, which come under the category of ‘Standard Parcel Service’ at Scale-S.
- All types of Special Parcel trains shall be charged at Scale-P.
- All animals including Wild animals & Birds in Parcel Vans and Brake Vans shall be charged uniformly at Scale-L +25% irrespective of the category of the trains. No free allowance shall be permissible in case of booking of animals/birds as Luggage.

The type of service and scale applicable for booking of Parcel traffic under the different categories of service shall be as under:-

Note:- () While calculating rates for Rajdhani/Shatabdi/Duronto Trains, Parcel rates shall be charged 25% over the Scale-R rates.*

Methodology for determining the percentage utilization of train:

While determining the percentage utilization of train, the originating zonal railway shall consider the overall utilization of Brakevan (SLR) at the originating station as well as other stations on the run of the train falling within the jurisdiction of same originating zonal railway, subject to all such stations falling within a maximum of one third (1/3) distance of the total route kilometer of the entire journey of the train.

However, it may not be necessary to include the utilization of the Brakevan (SLR) of a train of all the stations falling within the jurisdiction of originating zonal railway. Once the overall utilization crosses the benchmark of 60% utilization of the Brakevan (SLR) of a train, this exercise need not be continued and the classification of train for the purpose of booking of parcel traffic may be revised.
Annual reviews (based on last 12 months data) may be conducted for the period upto 31st January in order to account for changes in the percentage utilization of Brakevan (SLR) and the status of leasing.

There is no restriction on booking of personal luggage or merchandise luggage by any train. However, luggage in owner charge in the passenger compartment beyond the prescribed free allowance shall be charged at 1.5 times the luggage rate (Scale-L).
Registered Newspapers & Magazines will continue to be booked at concessional rates uniformly at 45 percent of Scale-S by all trains including Rajdhani trains.
Minimum distance for charge for all parcels, except registered Newspapers and Magazines, is 50 kilometers and the minimum charge is Rs. 30.00.
Minimum distance for charge for the registered Newspapers and Magazines is 250 kilometers and the minimum charge is Rs. 2.00.
The maximum permissible weight and dimensions of any package/article which can be accepted for booking, except by previous arrangement, are as under :-

Parcels will be charged either by actual weight or by weight derived on volumetric basis, whichever is higher. For this purpose, each 28.00 cubic decimeters of volume, or its fraction, will be computed as equivalent to 4.00 kilograms.
Any package whose weight exceeds 100 kilograms or whose outside measurements exceed 1.0 meter X 1.0 meter X 0.7 meter will be treated as bulky article and charged at double the normal rates. However, a tolerance of 10% in anyone outside dimension is
permissible provided its weight on volumetric basis does not exceed 100 kilograms.
In the case of parcels in transit, its unloading from a train and re- loading the same into another train at any intermediate station is not permitted.
One transhipment of parcels is, however, permitted for booking via break-of-gauge station. In such cases, freight will be charged at higher of the two rate scales applicable for the entire distance from the booking point to the destination point.
Booking of parcels “To & From” intermediate stations of a train is permitted only if that particular train stops at those intermediate stations for 5 (five) minutes or more. However, this restriction is not applicable to Ordinary Passenger trains & Luggage traffic.
Train-wise/station-wise loading programme of parcels by different trains and railway stations should be notified and prominently displayed for the information of the staff and public.
Loading of Parcels should be done strictly as per the train- wise/station-wise loading programmes circulated by zonal railways and other conditions applicable to booking and carriage of parcels traffic.
Rates in these tables are published upto 3500 Kilometers under Scale- R and upto 5000 Kilometers under Scale-L, Scale-P and Scale-So The rates for distances beyond 3500 Kilometers under Scale-R will be calculated by adding to the rate for 3500 Kilometers the amount of variation between the rates in the distance slabs of 3401-3450 Kilometers and 3451-3500 Kilometers, for every 50-Kilometer slab beyond 3500 Kilometers.
Similarly, the rates for distance beyond 5000 Kilometers under Scale- L, Scale-P and Scale-S will be calculated by adding to the rate for 5000 Kilometers the amount of variation between the rates in the distance slabs of 4901-4950 Kms and 4951- 5000 Kilometers, for every 50- Kilometer slab beyond 5000 Kilometers.

Wharfage and Demurrage Rule in Parcel / Luggage Traffic

Demurrage charges are levied for the detention of any rolling stock after the expiry of free time, if any, allowed for such detention.

Wharfage is the charge levied on goods for not removing them from the railway after the expiry of the free time for such removal. Wharfage is calculated in relation to the quantity of revenue tonnes loaded or unloaded at the site. A Revenue Tonne (RT) is the greater of mass or volume measured in units of tonnes, cubic metres or kilolitres.

Permissible Free Time for Removal

Permissible free time for removal of Consignment (other than leased) from Railway premise will be as given below:-

Under any circumstances, livestock shall be removed from the Railway premise within 24 hours from the time of their arrival at destination, failing which they may be disposed off.

Wharfage Rates

Wharfage charges will be levied for excess detention of consignment at railway premise at the rates prescribed below.

#The expenses entailed in feeding the livestock will also be leviable irrespective of the fact whether the livestock was removed within the free time or beyond free time.

Parcel Vans/Parcel Rake (like VP, VPU, VPH, VPHX, VPR etc.)

The permissible free time for loading/unloading of Parcel van/ Parcel Rake will be as prescribed below.

In case there is unloading and back-loading of the same parcel vans at a terminal, the free time for unloading and loading will be permitted separately.

Demurrage Rates

Demurrage Charge including Penal Demurrage Charge if any will be levied for excess detention of wagon/van at the rate prescribed for goods wagon from time to time. However, in case of detention to individual wagon/van/SLR resulting in detention to the entire rake. Demurrage will be charged on the entire rake. However, demurrage rate for SLR will be 25% of the rate prescribed for a goods wagon.”

After delivery of the parcel to the Railway Parcel Office, the next step would be to book it. Booking of Railway Parcels meant to be transported through the Indian Railways is done after a manual inspection by the authorities.

They also require the furnishing of a few documents to ensure the authenticity of the parcel, like:

✅ Official ID proof of sender – Its copy is attached while booking the parcel.
✅ Official ownership documents of the article – They should bear the same name as the sender of the parcel.
✅ Any insurance related documents (if any) – It’s just a mandatory formality to further strengthen ownership of the articles.
✅ Of course, one can find many agents in the Railway Parcel Office premises keenly interested in offering their services. It must be understood that such agents are all unauthorized.

Railway Parcel Booking Procedure for Booking Parcels Online

✅ Indian Railways has the option to book parcels online as well. The function is simply to facilitate quicker and easier booking. It can be done through the Indian Railways Online Booking Service by registering at the official Indian Railways Parcel Website.

The website portal prepares the PWB/PRR in pdf form and emails it to the registered email id. Its print out can be used at the time of delivery and arrival of the parcel.

Step 3. Tracking of the Parcels Sent Through Indian Railways

There are 2 ways to track the parcel:

Online Tracking of the Parcels

Once booked, you can track your consignment. You shall get updated status of your consignment via SMS.

✅ In order to track parcels online, one can simply log on to Railway Parcel Website and fill in the required details such as: PWB/ PRR number, The name or code of the originating station (station from which the parcel was sent)

Manual Tracking of the Parcel

✅ If you still don’t feel any worthwhile assurance then please drop in a quick visit to the nearest station for more information. Since sending parcels through railways are the cheapest way of transport, they accompany many hassles and untimely delays.

**Tracking of the Parcels Sent via Indian Railway**

Step 4. Collection of Railway Parcels

One can easily collect their parcels from the Railway Station. It only requires the presentation of the Parcel Way Bill (PWB) or Parcel Railway Receipt (PRR). However, few official documents might be needed to present along with the PWB/PRR such as receiver’s ID proof, etc.

Here is how you can collect the parcel:

Parcel/Luggage Collection

✅ Parcels can be collected within 10 hours of working of Railway Parcel department after unloading of all parcels on notified stations.
✅ In the case of other than notified stations, parcels can be collected within 18 hours after unloading.
✅ Heavier Parcel (2 or 4 wheeled carriages, cars, buggy etc) or Livestock Collection
✅ Similarly, in the case of heavier consignments like bikes, cars, livestock the time limit of recovery is 6 hours after unloading.
✅ The prevention of animal cruelty act, makes it mandatory that livestock should be removed from parcel authorities within 24 hours of their arrival. If they are not removed then they are then disposed of as per the relating provisions of the Railways Act, 1989.

Parcel Scanning Facility at Railway Station

South Central Railway announced that Railway introduced Parcel Scanning facility at Hyderabad Station in Telangana by Secunderabad Division of SCR. This facility will further enhance the safety of the passengers & parcel transportation over Railways.
