There are many rules for getting the money back after the cancellation of Indian Railway train tickets including Reserved tickets and unreserved tickets, following are the rules related to refund of train tickets.

Refund across the Counter : - 

  • Tickets are surrendered for cancellation within the prescribed time limits, can get refunds across the counter
Prescribed limits for refund :-
  • Confirmed Reserved Tickets:- Up to 4 hours before the scheduled departure of the train irrespective of distance. No refund will be granted after that.
  • RAC/Wait listed/Partially Confirmed Tickets :- Up to half an hour before the scheduled departure of the train irrespective of the distance. No refund is permissible after that.
For trains departing between 21.00 hours and 06.00 hours (actual departure), you can get a refund within two hours of opening of the Reservation Office, in case no current counters are available at the originating station.
If Unable to get refund within the prescribed time limit : - 
  • For refund of fare under circumstances other than those specified in these rules or under circumstances like ‘bandh’ or agitations or floods, etc., the passengers could not reach the reservation counter or station or current counters for cancellation of tickets, in those cases, a TDR  (Ticket Deposit Receipt) shall be issued to the passenger and the passenger may apply for refund of fare within ten days from the day of commencement of journey to the Chief Commercial Manager (Refunds) of the railway administration under whose jurisdiction the TDR issuing station comes, enclosing the original TDR.
  • The TDR shall be issued only upto three days after the scheduled departure of the train.
If unable to approach the concerned authorities, what do to do?
  • In exceptional circumstances you may obtain a Ticket Deposit Receipt (TDR) from the nearest major station within 3 (Three) days from the day of scheduled travel. You must then submit an application in the prescribed form (Printed on the back of TDR) to the Chief Commercial Manager (Refunds) of the Zonal Railway to which the Ticket Deposit Receipt-issuing station belongs.
  • This application must be submitted within 10 (Ten) days from the date of your journey. The refund officer will examine the case on merit and, if decided, refund will be sent to you by a Station Pay Order (to be en cashed at station) or Money Order or Crossed Cheque.
Refunded Amount :-

If the ticket is surrendered within the prescribed time limit as per refund rules the fare you paid for your ticket will be refunded after deducting 
  • Cancellation charges in case of confirmed ticket 
  • Clerkage Charge in case of RAC/WL/Unreserved Tickets.
Cancellation Charges :-

The amount deducted is based on the time of cancellation and the status of your ticket. Detailed are given below:

Cancellation of Confirmed Tickets more than 48 hours Advance of the scheduled departure of the train.

  • For cancellation of confirmed tickets less than 48 hrs and upto 12 hrs before the scheduled departure of the train, the cancellation charges will be 25% of the total fare paid by you subject of minimum flat cancellation charge.
  • For cancellation of confirmed tickets less than 12 hrs before the scheduled departure of the train and upto 4 hrs before the scheduled departure of the train, the cancellation charges will be 50% of the fare paid by you, subject to minimum flat cancellation charges for each class.
  • For cancellation of RAC/Wait listed tickets if ticket is presented for cancellation upto half an hour before the scheduled departure of the train irrespective of distance, full refund of fare will be given, after deducting the clerkage charge per passenger.
If you are having a ticket with several legs of journey, if the first leg of the journey is confirmed the whole ticket will be treated as a confirmed ticket for purpose of applying cancellation/refund rules. On the other hand if the first leg of the journey is in the waiting list, even if the all the other legs of onward journey are confirmed, the whole ticket will still be treated only as waitlisted ticket for purpose of granting refund.

Other Chances for getting Refund

  • AC fails during the Journey
The passenger will be get refund of difference of fare for the distance the AC was not functioning
Procedure :- This refund should be cl amid immediately at the end of the journey or within 20 hours of the arrival of the train at the destination, on production of the ticket and certificate issued by the Travelling Ticket Examiner.


DEMONETIZATION : REFUND RULE AGAIN REVISED BY RAILWAY

Railway Sets Rs.5,000/- as Cash Refund Limit for Tickets

The Railway Ministry has ordered that cash refund for cancellation of tickets will not be allowed above Rs.5000/- from November 16 - 24, a famous News paper reported. Earlier, the refund limit was set at Rs.10000/- , a decision which has already yielded results as the number of ticket bookings has now halved.

As soon as the demonetization was announced, people queued up in large numbers at Passenger Reservation Centers to book tickets, particularly in AC-I and AC-II, that too for the longest distance possible, to get rid of unaccounted cash. A senior official said, "On November 13, 4.27 crore passengers were nationally booked across all classes. Of these, only 1,209 were AC-I and 16,999 for AC-II. It is a sharp dip from the number of passengers booked on November 9, when 27,237 passengers had booked tickets in AC-I and 69,950 in AC-II," Newspaper reported.

The official said" The number of restrictions imposed by the Railway Board on November 10 to book and cancel tickets had the desired impact. There are now shorter queues at PRS, where tickets can be booked with old Rs.500 and Rs.1000 notes till November 24."

Since November 10, the Railways ordered cancellation of tickets and refund of fare value of Rs.10000 and above will not be allowed in cash or through pay order or by any means involving cash across the counter. The payment shall be only through cheque/electronic payment. It also said tickets above Rs.10000 may refunded by filling ticket deposit receipt (TDS) only on surrendering the original tickets. Railway officials were instructed that any cash transactions above Rs.50,000 be accepted only after obtaining a copy of the PAN cards.


WHAT IS TDR?

TDR ( Ticket Deposit Receipt) – If the customer was not able to perform the journey due to any /or the following reason
  1. Train Cancelled By Railways
  2. Train running Late by More than Three hours
  3. Difference of Fare in case proper coach not attached
  4. AC Failure
  5. Travelled without proper ID proof
  6. Wrongly charged by TTE
  7. Party partially travelled
  8. Passenger Not travelled
TDR Rules
  1. The TDR Refund will be processed as per Extant Railway Rules:
  2. TDR should be filed within 30 days of Departure of Train
  3. The refund process will take at-least 60 days and more
  4. E-ticket refund request (after chart preparation) can be filed online.
  5. In case of i-ticket, online refund request is not allowed. For i-ticket please follow the following procedure:
  • Surrender the I-Ticket with the Station Master and obtain a Ticket Deposit Receipt.
  • Send your claim for refund to the following address attaching the original copy of the TDR to: General Manager (Operations), Indian Railway Catering & Tourism, Corporation Ltd., 2nd Floor, STC Building, 1, Tolstoy Marg, New Delhi - 110 001.
  • • IRCTC will process the refund claim with the Railway Administration and refund granted by the Railway shall be credited to your account
  • Refund claims under above clause may require at least 60 days or more for processing
Refund Rule:
  1. In case train is cancelled by the Rlys due to accidents, breaches or floods, Bandh or Rail Roko agitation etc- full refund of the fare of entire booked journey will be granted .On line cancellation can be done up to 72 hrs.
  2. In case train is running late more than 3 hrs- full fare will be refunded.
  3. In case proper coach is not attached-Difference of fare between the booked class and lower travelled class will be refunded. Certificate from the TTE (in original) for the lower class travelled is must to claim for refund.
  4. a) In case of AC failure of AC1class/Executive class- Difference of fare between AC1class orExecutive class and First Class will be refunded for the distance AC not worked. Certificatefrom the TTE (in original) for the AC not worked is must to claim for refund.
    b) In case of AC failure of AC2/AC3 class- Difference of fare between AC2/AC3 class and Sleeper Class will be refunded for the distance AC not worked. Certificate from the TTE (in original) for the AC not worked is must to claim for refund.
    c) In case of AC failure of AC chair car class- Difference of fare between AC chair car class and second class will be refunded for the distance AC not worked. Certificate from the TTE (in original) for the AC not worked is must to claim for refund.
  5. In case Travelling without proper ID proof-will be considered without ticket and will be charged accordingly. Chief Commercial Manager/Refunds can be approached for discretionary refund. Excess fare ticket (EFT) (in original) issued by the TTE is must to claim for refund.
  6. In case of wrongly charged by the TTE-full refund will be granted by the Chief Commercial Manager/Refunds. Excess fare ticket (EFT) (in original) issued by the TTE is must to claim for refund.
  7. In case party/ family partially travelled- refund will be granted by the Chief Commercial Manager/Refunds as per rule. Certificate from the TTE (in original) for the less passenger travelled is must to claim for refund.
  8. In case passenger not travelled- refund will be granted by the Chief Commercial Manager/Refunds as per extant Railway rule.
  9. Partially used reserved ticket by Rajdhani, Shatabdi and Jan Shatabadi Exp- No refund is allowed.
  10. In case Rlys is not able to provide accommodation-full refund will be granted.
  11. Refund on Tatkal Ticket- if it is cancelled up to 24 hrs before the scheduled departure of the train 25% excluding the Tatkal charges will be refunded. Thereafter no refund means would be zero refund.
Note-Certificate from the TTE (in original) for the AC not worked or Excess fare ticket(EFT) (in original) issued by the TTE for wrongly charged or Certificate from the TTE (in original) for the less passenger travelled may be submitted to the following address along with the application to claim for refund
